" Free To Air"  is a term that applies to legal reception of satellite signals that are not encrypted.

For instance, the channels at the following link http://www.global-cm.net/MPEGlistKuBandUS.html  are free and it is not a crime to view these channels in your home.  These channels are not guaranteed to remain active or unencrypted, but there has been a steady flow of new channels being added to keep a satellite hobbyist quite content for many years.

However, this market is being driven by piracy. We estimate that 90% of all FTA sales are being converted to illegal reception devices that pick up most, if not all of what Dish Network has to offer. This is done by connecting a legitimate FTA receiver to a computer and downloading a file into the receiver that subverts the Dish Network security measures. There is a continuous battle of counter measures from Dish Network that requires that new codes be entered.
